A Sewage Treatment Plant (STP) is a facility that processes domestic and municipal wastewater to remove contaminants before the treated water is discharged or reused. Haryana's wastewater challenge is a mix of fast urbanisation, heavy industry and falling groundwater. A recent state audit of urban sewage in the districts it sampled found that only about half of domestic sewage was being treated effectively, with the remainder untreated or failing the norms. Industrial belts in Faridabad, Manesar, Kundli and Panipat add effluent that municipal plants were never designed to handle.

For project owners this means regulators lean on on-site treatment and reuse. Groundwater stress is why approvals ask for dual plumbing and recycled water, and why developers are asked to use treated water for construction. The most common site problems are underloaded plants in office towers, grease and shock loads in mixed-use buildings, and factories that send canteen sewage and process effluent into one tank.

The Haryana State Pollution Control Board (HSPCB), headquartered in Panchkula, administers consent for sewage treatment plants through Consent to Establish and Consent to Operate under the Water Act. Group-housing approvals typically carry conditions that the STP meet board parameters, that treated water be reused towards zero exit discharge, that grey and black water be separated by dual plumbing, and that treated water be used for construction in place of fresh water.

Town and country planning adds engineering rules. Service-plan approvals from the Directorate of Town and Country Planning specify separate potable and recycled supply lines, recycled lines placed above sewers, red marker tape reading "Recycled Water", and dual-flush fittings in buildings. Large projects above 20,000 sq m of built-up area also require environmental clearance with its own water-recycling conditions. Local bodies such as the Gurugram Metropolitan Development Authority link sewer connections to a functioning STP.

The NGT's April 2019 order set a BOD ceiling of 10 mg/L for new STPs in large cities; HSPCB consents carry their own parameters, so we design to the numbers in each project's letter.

Typical capacities across Haryana. Planning norms use about 135 litres per resident per day for housing, 45 for offices and day schools, 180 per hotel bed and 340 to 450 per hospital bed, with sewage at around 80% of water used. On that basis a 250-flat society in Faridabad or Sonipat needs roughly 125 to 150 KLD, a 4,000-employee office campus in Gurugram needs 150 to 200 KLD with equalisation, and a 300-bed hospital needs 110 to 120 KLD.

Choosing MBBR, MBR or SBR in Haryana. MBBR is the standard for housing societies, hotels and colleges where tanks can be laid out normally. MBR is preferred for basement plants and premium towers, mainly in Gurugram, where footprint and reuse quality dominate. SBR suits townships, institutions and campuses with variable flow, such as those in Sonipat and Panipat. Factories in Manesar, Kundli, Panipat and Faridabad should plan an ETP for process water and a small STP for staff and canteen, rather than mixing the two.
