The Karnataka State Pollution Control Board (KSPCB) issues Consent to Establish and Consent to Operate under the Water Act. Its rules require an STP for apartment buildings above 20 units or 2,000 sq m of built-up area, and its guidelines extend the requirement to educational institutions and large development projects. In Bengaluru, the Bangalore Water Supply and Sewerage Board has since 2016 required new and existing apartment buildings above 20 units connected to its sewer to install STPs.

KSPCB guidelines specify dual plumbing for treated-water flushing, blowers kept away from flats, and no plant in the basement of apartment towers. Treated-water standards for reuse are strict and have been revised over time, so follow the figures in your own consent. The state has recently allowed sale of surplus treated water, which gives larger complexes an outlet.

Projects above 20,000 sq m of built-up area additionally need environmental clearance, which carries its own water-recycling conditions.
