Operation & Maintenance (O&M) is the ongoing management of a water or wastewater treatment plant — daily process control, preventive maintenance, chemical dosing, compliance monitoring, and reporting — required to keep a plant running at its designed efficiency year after year. Optima Water Solutions operates and maintains STP, ETP, RO, WTP, and other treatment plants under Annual Maintenance Contracts (AMC), whether or not we built the plant originally.
A treatment plant that isn't properly operated will drift out of compliance within months, regardless of how well it was engineered — biological systems need consistent monitoring, membranes need cleaning schedules, and dosing pumps need calibration. This is the single most common reason plants fail pollution control board inspections after their first year of operation, and it's why O&M is a distinct discipline from installation.

In our experience taking over O&M for plants built by other contractors, the same handful of root causes account for most compliance failures: dosing pumps left uncalibrated after initial commissioning, blowers running on a fixed schedule rather than actual oxygen demand, membrane cleaning skipped or delayed past the point of irreversible fouling, and — most commonly — no one on-site actually trained to recognize early warning signs (foaming, odor, effluent color change) before they become a lab-test failure. A good O&M contract exists specifically to catch these before they become compliance incidents, not just to respond after a violation notice arrives.

A Comprehensive AMC covers all labor, spare parts, consumables, and repairs. A Non-Comprehensive AMC covers labor and routine maintenance only, with spare parts and major repairs billed separately. Both include 24/7 operational support.
